An investigation by Officer Tim Giaccone of the Montgomery Police Traffic Bureau determined that Tamar Zotikishvili, 55, of Philadelphia, PA was driving a 2020 Toyota Highlander north on Spring Hill Road when she failed to maintain the lane of travel.
